Cut the heads off. Pry the leaf spring down. We use a section of exhaust pipe to stay put the spring. We use a ball joint press to push the rest of the old bolt out of the bushing. New bolts and nuts come with the shackles in the aftermarket world. I do a set at work about once a week. Simplest way I've found to do a sucky job

here's the new ones cut the old ones in half with a torch melted the bolt heads and hit the bolts with an air chisel and took a grinder to the bolt and hit it again with the chisel until we could get them to move then and took a pry bar under it until they came out. Put the top bolts in the opposite way and cut the new bolts so they'll clear the frame/ shackle mount so if they ever have to come out it'll be possible without taking all day and debating on taking the hitch off to get them out.
