Is the power steering hose cracked and leaking?

Sounds to me like its coming from the pump itself, around the pump drive shaft. You say it starts leaking when you take the force off of the pulley by removing the belt? And that it stops when you put the belt back on?

I think you may need a new seal on the power steering pump, or a new pump all together.

Autozone has the whole pump for $47.99 with a $47.00 core. It shouldn't be that bad to replace since it just bolts on and has a couple of hoses.

Or they also have a complete rebuild kit for $14.99, but that would probably be a bit more difficult, not sure though.
