Unhappy Horn/Cruise not working (No Lights)

I just bought a 1999 F150 4.6L XLT (fleet vehicle) and the previous owner said the Horn and Cruise Control both don't work. Immediately I thought the clock spring was the issue, however no dash warning lights were on. Typically the Airbag, ABS or MIL light are on when the clock spring fails.... Is there something else that could be the issue or is it possible for the warning lights to not illuminate when this is the problem? The master cylinder switch looks like the recall work had been done already.

So did you verify the horn doesn't work?
Did you verify cruise control doesn't work? Or did you just take his word and start looking at issues?
Did you verify all fuses are good?

Does the cruise control light illuminate?

I assume the "(no lights)" meant you don't have any warning lights not the actual in use light

What does the horn have to do with CC or vise versa? Nothing,- just in case you didn't know I guess. The horn(s) can just give out, also the horn grounds can corrode up enough so that they don't work. The CC has a inline fuse all taped up in the harness. You won't know it's there until you remove some of that tape. That's if your truck has the deactivation switch recall harness. Those are the things to check.

Am I wrong on my year?!?!? I thought the CC light started in 2000

Right white. 99 has no light.

Bought the truck from my Dad who had been trying to figure the problems out for a while. CC does not engage at any speed and no "Cruise" light comes on (if it even has one). Also no check engine light/ABS light/or anything signaling a fault comes up. No OBD code. All fuses and relays are good (checked them 3x even after my old man had). Did not look for the "fuse taped up under the dash" yet as this is the first I heard of that one. The horn fuse/relay are good. No horn with ignition on or off; no sound of any kind from the wheel or engine bay. Since these are the only driver usable electronics on the steering wheel, the clock spring was the determined problem, however my research found those with a clock spring fault would get a dash light illuminated of some sort, hence my post here. Hoping someone had a similar problem. Don't want to change the $150 clock spring and forgo the danger of replacing it if it is unnecessary.

It's not under the dash snowway, It's in the safety recall harness itself as posted. That's under the hood connected to the brake master cylinder. Now you heard of it, bet it's blown.

^^^ Correct, 5 amp fuse. If it's blown, check the brake switch.... usually blows when it leaks.
