Default Headlight Aim/Adjustment

I'm wondering if anyone knows how far the set screws should be on the headlights...
I just got some new ones and can't figure out how to aim them so they are right. First I head them too low, now I played with them and they so high they're blinding pilots. Anyone know how much distance should be from the end/base of the screw to the screw piece/bracket receiver.

It would be hard to gauge the level by anothers headlight settings and how far theres are screwed in. I took mine to the local state inspection bay and set them on the light board there. If thats possible for you to do that would be your best bet.

Don't have inspection bay's in Florida. Mechanics want to charge an hour to do it.
