My 99 4.6 is having to turn over for a longer time than it should.. when it finally does start it sounds like its falling on its face... new fuel filter... I have tried cycling the key it don't help... any suggestions its kinda embarrassing

 

Did this start hapening before or after you put the fuel filter on? Low fuel pressure would cause it to take longer to start, might cause it run crappy once started. Is the check engine light on? When is the last time it was tuned up?

 

Could also be caused by a dirty MAF, least the rough idle.

 

It has done it for a while so I put the filter on it and no help and it don't idle rough just starts up rough

 

Sounds similar to symptoms my 2001 5.4L had. I changed the Idle Air Control Valve and that solved it.
