Default Getting P0153 and P0174

98, 4.6L 2WD
At idle the RPMs surge 300-400 RPMs or so and the fuel economy is pretty bad. Is this indicative of a vacuum leak? I don't want to blindly throw parts at it but this one has me stumped. USB cable for FORscan is in the mail so I should be able to get some data next week off the engine.
Any ideas?

P0153 is an o2 sensor malfunction. P0174 is usually a vacuum leak of some sort. Check the bank 2 sensor 1 oxygen sensor
