Fuel problem - loss of 6V?? help

Default Fuel problem - loss of 6V?? help

2002 Ford F150 Supercrew V8 4.6

Drove from the mall and parked in my driveway. 1 hour later i attempted to pull it into the garage and it would turn over but would not start...Strange because it is a pretty reliable truck.
My actions:
-battery = 11.85V, replaced it as it was only reading 500 CCA, should be 650-700 or so. New battery was installed and reads 12.8 fully charged.
-1/4 tank of gas
-checked all fuses and none are blown. Checked fuel pump fuse especially.
-checked for 12V at fuel pump fuse = 12V
-pulled fuel relay and checked continuity = good.
-put 12V on the control circuit of fuel relay (pins 86 and 85 and relay clicked), while having good continuity at 30 and 87a. Even swapped the relay.
-checked schraeder valve and had leakage, was expecting a spray.
-pulled inlet side of fuel filter and put ignition to ON = dribble, was expecting to be showered.
-installed new fuel filter. Still no success, same condition as very beginning.
-pulled wires from inertia switch and measured 6.8V on DK GRN/YEL wire while ignition was ON...should have been 12V! (right?)

Where did my other 6 volts go???? Thus, I have no 12V to my pump to start my truck.

I suppose I need to check continuity between the fuel relay output (87) and the DK GRN/YEL connector at the inertia switch. This is long distance, so how do i do this?

What else am i missing?? help, my reliable truck is not so reliable right now.
