Fuel line question.

I was just under my truck replacing the fuel filter an noticed it looks like I have a line missing. I checked all the way to the tank and up the the motor and didn't see anything. Just this small piece on the frame rail. See picture.

Can you take a picture farther out so we can see what we are looking at, other than a fuel line and clamp and then ???? I can't tell where that is at from the picture being so close and nothing to reference it to. It could be for a return vent line but I just can't tell from the picture. Sorry.
