Can someone tell me why on my 01 screw my dash lights and head lights fluctuates? I was told it might be the voltage regulator.I have the 4.6v8 the alternator looks fairly new..any ideas?

What do you mean by fluctuate? Do the headlights dim? Or cut out completely? Only a test will tell if your alternator is bad, you cant physically "see" a bad alternator. Maybe if you pulled it completely apart maybe ..

If your talking about them pulsing at a idle, it not caused by a bad voltage regulator its caused by bad diode in the alt. It just means its time to replace the alternator.

If it is the alternator would you know what amperage it might be for the 4.6?
