Default Control Arm Bushing

I'll try and not make a fool of myself for lack of understanding, so here goes.
There has been a jingling sound coming from the front end any time I hit a bump, large or small. So I finally got sick of the noise and banged around until I found it. It appears it is a bolt on each side of the control arm with washers on top and bottom. The washers on the bottom jingle like there's no tomorrow and I would have thought there would be a bushing to stop that. Does anyone know what I am talking about and know if there should be one there? The trucks a 99 XLT 4.6 v8 if that makes a difference. Thanks and I don't need ***hole responses.

Thanks Jbrew. Just wanted to see if I could eliminate the noise and figured a bushing would do it.
