Superchips
Hypertech
Edge
SCT

They are Programmers, not chips. They "tune" your vehicle by flashing the PCM with a different set of instructions (after taking a backup of original). I do enjoy me some Kettle cooked original chips.

You can find used Superchips and Hypertech for less than $200, maybe even $100.
SCT and Edge CS are going to be more expensive, but have more options...obviously.

All of them should be able to read codes and adjust for tire size/gear ratio. The canned tunes (not custom built), will yield minor results. Most notably is the firmed shifts. Don't expect mileage to double or anything. If you're lucky, you may get 1 or 2 mpg better.

Don't expect much out of them if your truck is stock.

I was thinking of doing air intake and exhaust but i don't know what to do first... Either air intake and exhaust or the tuner

Those 3 all yield marginal gains. For intake, do the gotts mod. It's cheap and will get you the same 8 HP at 4k rpm that a $300 air intake would. Exhaust will be the most expensive. High flow cats, long tube headers and magna flow or similar muffler.

Programmer will be most notable by the firmer shifts. A custom tune + edge or SCT will run you $350-500. You maybe get 20-30hp out of a custom tune.
