Default Check engine light on...need help

I have an 01 F150 with the 4.6L 4x4. Pulled the Code P0401 EGR insufficient flow. I checked and cleaned the egr tube from the exhaust, pulled the valve checked egr passages, changed the vacuum hose, changed egr valve, and changed the pressure sensor. I still get the light, could it be the 02 sensor or stopped up cats? EGR tube and throttle body passages were not clogged and had very little carbon in them. To me it doesn't seem to have the power that it should. With the boat on the back going up hills you have to hold it to the floor and it might maintain speed, without the boat it does fair. My boat isn't that heavy its an 02 Triton V186 Magnum (aluminum) maybe 2800lbs with trailer.

I would guess Differential Pressure Feedback EGR sensor (DPFE). If that sensor goes screwy it will cause a 0401 fault. Check your throttle body as well, but if the EGR is as clean as you say that's probably not it either.
