Some users say that turning the wipers on before cycling the key worked for them.
Another user suggests that when cycling the key to the off position do not go back all the way to the release key position.

And for an extra key, you can go to any locksmith shop and they can make one copy of your existing key and chip(cloning) that way you don't have to pay for programming fees. That's what i did several years ago and both of my keys still work good.

Thanks much guys for the advice. I will try a couple of these methods but this morning I tried the eight times method with not results. Will try the wiper thing next time my friend comes over. Again, thanks much! Dave

How to Program a 2003

Ford F150 Keyless Entry Remote Fob Remote.
Step by Step Instructions (I have done it this way 100 times when I worked at the Ford dealership.)
Note: It is necessary to have all of your keyless remotes available prior to beginning this procedure. All keyless remotes not present during the programming procedure will not work when the programming procedure has been completed.
1. DO NOT depress the brake pedal during this programming procedure.
2. Unlock all doors using the power door lock switch on the door panel.
3. Turn ignition from OFF to ON 8 times within 10 seconds, with the 8th time ending in ON. Door locks will cycle to confirm programming mode.
4. Within 20 seconds, press any button on the first keyless remote. Door locks will cycle to confirm programming.
5. Within 20 seconds, press any button on the second keyless remote. Door locks will cycle again to confirm programming.
6. Turn the ignition to OFF. Locks will again cycle to indicate end of programming mode. Done! Test remotes.

If your key isn't active, the truck won't start, no matter the state of the fob.

True, but your not starting the vehicle when programming a remote keyless entry fob; you don't start the vehicle; your just turning the ignition ON (in the last position before actually starting the vehicle) 8 times to put the vehicle into new remote programming mode.
