A/C hot when idling

My a/c is blowing hot until i start driving. Even 5 mph and its ice cold. hot again when i stop. what is this?

A common problem. Mine does the same thing. I believe it has to do with the belt and the speed that it spins while idling compared to driving. Correct me if I am wrong.
