Brights on one side, dims on the other

Brights on one side, dims on the other
Wierd thing, I have a 99 f150 with a headlight problem. When the brights are on , only the left side lamp works and when the dims are on only the right side lamp works. I tried replacing bulbs but that made no difference.
Is there a fuse or relay that controls this or is it something else?
