Default Accelerating issues

Hello i have a f150 2002 with the 4.6 and when im going on the highway up inclines the truck doesn't want to shift down to increase speed, until i step on it more and more then it downshifts. I recently did the gotts mod and it helped out so I dont have to step on it as much to get her to shift down. So i'm suspecting that a some throttle body sensor or intake sensor is bad, probably does not detect the air flow ? I also have another issue not sure if it can relate to the accelerating issue. After turning off the truck if i let it sit for 10 minutes the truck has a long crank about 3 sec crank to start her up. I went ahead and turned the key off and on about 2 times. And it starts right up, I hear that if it start up doing that method im loosing fuel pressure somewhere. So that makes me wonder if the fuel pressure is low in which why the truck wont down shift.
