ABS Problem?
My 97 4.6L scab is stuck in park, have no brake lights, and fuse 13 blows as soon as I put one in. (Fuse 13: Rear Antilock Brake System (RABS) Module, Brake ON/OFF (BOO) Switch, Brake Pressure Switch.)
Tried to pull ABS codes but reader reported "Unable to establish communication. Verify the connection at the DLC and that the ignition is in the ON position. Press (return) to re-link." Ignition was on. Re-linking gets the same message. Was able to pull engine diagnostic codes OK.
After turning key on the yellow ABS light blinks 15 times then is steady for a while, then blinks 15 times again. One site stated 15 blinks is a memory problem. Which memory?
Can get the truck out of park and start it by shifting to neutral with the key at the first on position (before start), but haven't driven it with no brake lights. Plus some others have reported loss of brakes with similar symptoms.
Suggestions to diagnose and/or fix the problem will be greatly appreciated. Hate to take this one to the shop.

Try pulling the abs module and see if you blow the fuse or can start it up without the other issues.. It’s an easy place to start and would narrow down where your problem might be coming from.
