Default 97, 4.2 v6 starting problem

Hi All,
Name is Newt and I live in Nova Scotia, Canada. I drink scotch smoke cigars and have a 97 150 that has not been run in a year. Ran well but failed a safety check for other unrelated items. I have fixed the other issues.

I tried to start the truck and the starter would not turn. Solenoid clicks but no turn. Replaced the starter because the other one more or less fell apart as I was taking it off to look at it. Figured that was the issue...no luck. The new starter will not turn over either. Jump across the starter relay and starter solenoid clicks but the starter will not turn. The wires to the starter jump every time you turn the key and the get very warm to the touch. Jump at the starter terminals same thing. As an aside the battery is ok.
I thought the engine may be seized so I turned it over. Not seized whew!

I am at a loss as to where to turn next or did a miss a basic trouble shooting step. Any assistance will be gratefully accepted.

If I am asking a question that has been asked before I am sorry, but I could not find it in my search.
