Default 4wd Not Engaging

I have a 98 f150 with 4wd but its not engaging at all. The 4wd shifter is very hard to shift into 4hi and 4 lo but it will go into them but it does not engage the front tires at all and just remains in 2hi. Now the shifter wont go back into 2hi but still is only driving the rear tires. Is this a t-case problem or a problem in the front hubs? Has anyone else had problems similar to this?

I'm going to say something is jammed in the T case.

Yea thats what i was worried it was cause the shifter isnt shifting the way it should you gotta pull on that thing like crazy to get it to move which it shouldnt be that way. Do you know what model t case they used I was tryin to research it and I found borg warner but wouldnt give me a number tho.
