Other than Ebay, No.
How bad is the damage? A heat gun can fix a lot of the white sun damage. Lot's of videos on YT show how to do that.
If it is more than sun damage, Ebay or local pull your own parts yard are probably your best options.

The surface has become rough, brittle, and kinda sandy feeling to the touch.

If it's this bad the repair is easy
Just don't overheat the panel
More Difficult Method
If you try the heat gun, roll your window all the way down so it is completely in the door.
The S10 dude really get good results too.

Painted mine where they were oxidized.
My arm has made the painted area degrade on the driver side one. And needs to be touched up.
No prep needed for that chalky porous oxidized finish paint sticks to it well. Of course, mine weren't lightly oxidized, they were white...... I didn't try to heat gun trick but I doubt it would have done much.
