Default 2002 King Ranch headlight issue

When my headlight switch is in the off position, and the key is out of the ignition, my headlights will come on blinking. This happens randomly, no certain timing. If you get close to the truck when this happens you will hear a clixking sound from under hood. Headlight switch? Relay? I changed the fuse already.
I've also found water leaking through the roof ( handles) either through the top of windshield or sunroof. I've had sunroof repaired, no revealing window. Short of some kind? The only issue is with the headlights and it is killing my battery.
Thanks

Gem module got wet. Either from a leaking sunroof or a leaking winshield.

X2 - that is exactly what happened. The fuse box also gets wet when this happens. I disconnect the battery every time I park my Expedition. It's possessed when it rains.
