Default 18" Roush wheel help?

I found these wheels but trying to find out if they are actual Roush wheels they don't have center caps. The size seems correct. But before I spend money powdercoating them I would like to find out more about them. Any help would be appreciated.

They seem to be Chrome clad with plastic so the whole powdercoating thing is going to be a no go.

It's still plastic though, if you take that off there's just going to be an ugly flat steel wheel underneath and no pattern of shape to it
