Will this downpipe cause a CEL without the cats or does it have the dummy plugs that make it work with an untuned truck.

5 Star told me that it shouldnt throw a CEL but if it did they would just rewrite all my tunes to accommodate the new set up. no charge. as for an untuned truck i cant say... i never installed this downpipe before i sold my truck. maybe someone can chime in and say something. sorry im not very helpful on this...

Can I get a shipping quote on these as well in addition to the fender flares?

Yes, these will cause a CEL (check engine light) to appear due to not having any cats. If you have a tuner or are planning to install your OEM pipes prior to a smog, then no big deal.
