Default What is the nylon loop for behind the backseats?

In my back seat of my SCab there is a black nylon loop behind the seat and right under the rear window. It is attached to something behind the seats but when i pull on it it does nothing. What in the world is this thing for?

Yep; required by the feds to make the baby seat anchor safer to the seat itself.

Have people removed this? I haven't really checked, but can I just fold it down behind the seat maybe? I have a super crew but no plans for a family, so worst case, I'll cut the strap off
