Yeah.. if either IWE is leaking the system will lose vacuum and can cause either IWE to be partially engaged. That's why I told you to get a vacuum pump and test each IWE to see if both were holding vacuum. Glad you got it fixed, though you could of saved a lot of money with proper troubleshooting.
