Vents still stuck on panel, foam cleared out and actautor replaced

Vents still stuck on panel, foam cleared out and actautor replaced
Like the title says I cleared the foam out of the doors, the levers moved freely, and then i noticed the actuator wasn't turning so i replaced that. Still the vents wont switch from panels. Except one time it moved to floor. The only other thing i can think of is that its the controls itself. or wiring somewhere in between. Anyway to test this or any input at sll would be great!
