Can i test a VCT Solenoid without taking it out.

Yup. Two wires going to solenoid. (Striped wire... I think). Im trying to do with from memory. Ground the wire. Engine should starts to run rough. (becuase you are activating the solenoid and retarding the timing). If the engine runs rough the solenoid works. If it doesnt the solenoid doesnt work...

If grounding one wire doesnt work switch to the other, because I cant remember which is which...

My truck is running rough right now if i grounded it would it run smooth.

If it runs better its a solenoid problem. If you ground it and it doesn't change, its a phaser problem. In fact that is the only way to test for a failed phaser.
