Default Throttle position sensor

I purchased a new throttle position sensor, and am going to mount it on the tang of the throttle body. Should there be some spring tension on the sensor itself, of should the inner portion turn freely, without resistance. I want to be sure the new one isn't damaged. Thank you

Default sensor

It seemed as though it was under tension as I mounted it, but the inner insert freely now turns 360 degrees. Is that normal? TIA
