Default Steering issues

Hi everyone. I'm having an issue with my steering. First off the steering column does not raise and lower properly. I can
Lower it fine but raising it back up takes some effort it seems to get stuck and takes alot of force to put it back up. Second the wheel doesn't lock when parked and the engine off. I can turn the wheel about a quarter turn each way and I hear and feel a slight click in the column. Third the steering feels unusually loose. Thanks for help everyone.

the only issue i have had is hard turnig and that is caused by corrosion on the steering shaft uv joints and the telosopic section. i have to spray it with wd40 about every 4-5 mo.
