Supposed to. That bypasses EVERYTHING electrical as far as the shift interlock is concerned.

Sounds like something in the shifter assembly, shift cable, or the transmission/DTR switch is jammed. Start disconnecting stuff until you isolate the problem. I'd start with disconnecting the shift cable at the transmission. That's easier than digging into the console (which is likely going to be on your "to do" list before too long).

Column shift or console?
Your cable is frayed and bound up?
Remove the shift cable from the lever at the bottom of the steering column or under the console
Then see if you can move the shifter
