Default Powertrain light comes on when I hit 40 mph

2004 F-150 XLT, 5.4L Triton

I've been having an issue lately on my f-150 where the powertrain light comes on as soon as I hit 40 mph. It doesn't matter how hard I'm accelerating at the time, just that I go at least 40mph. If I drive shower, the light never comes on.

The truck also codes that the "throttle actuator control limited power" when this happens. Looking for pointers on what to check and how to do so.

Will the truck go faster than 40 mph or is it limited to ~40-50 mph? If the traction control system detects wheel slippage speed will be limited.
