Default PCM update

I have been told that there is more than likely a PCM update available for my truck (04 5.4) Should this be something that should be done free of charge by the dealership? I went to the dealership and the guy told me they had to have a complaint (runing rough etc.) before they could see if it was able to have the PCM update, then he told me I would have to pay to get the truck "looked at to see if it even needed it" Shouldnt they be able to tell by the vin #, and shouldnt it be something I shouldn't have to pay for just to have them plug in and reflash it real quick?

No mine isnt throwing a code, but if I can get better throttle response etc until I get a tuner I would like to do so. Thanks for the links I will look into them.
