2006 FX4 : Parking brake quit working, when I pulled back brake disks off found parking brake shoes and drum completely soaked with fluid. Dry on the disk, pad and calipers. Their is no No cylinder for parking brake ,just cables, so is this an axle leak or something else?

Sounds like an axle seal to me. I'd check the differential oil ASAP.
