Is it "normal" for a dealer to charge for a code scan?

My local dealer wanted 90 to read my codes and tell me what cylinder was misfiring. Thats ridiculous if you tell me.
Now only if my Hptuner could read mode 6 of the pcm to get the cylinder misfire.
