No matter what brand or how hard I hand tighten, I have a little oil drip down the oil filter....

Did a ring off a old filter get stuck where it screws in

And they should be hand tight +1/4 turn.

Are you putting a little bit of the old oil on the new oring/gasket?

Sounds like an old filter gasket is stuck on there. Never over tighten the filter.

Thanks for the input ill see if an old o ring is up there, and yeah I rubbed oil on new filter before putting on.
