I'm guessing you have a pin hole leak in the vacuum lines that is causing the IWE to malfunction. Good thing to check

Thank you all very much for helping out. They did replace the IWE because now it has a kinda shield around it so the water can not just run down on it. I a have an appointment next Tuesday to take it back to Luther Ford Dealership in West Fargo ND. Brian is going to check the Vacum lines for leaks and blow them out again. He also said he is going to check the electrical ends for the alternator and such. He said it could be the starter hanging up. The truck has 49,000 miles and I don't drive it everyday. Everybody says I baby it to much. maybe they are right. I will keep you guys informed. Thank you very much again for all your help.

Have them check grounds as well. I have 84,xxx on my 2008. I drive mine m-f only...so no such thing as parts wearing out for not driving it enough! lol Best of luck to you!
