That's why you drop the spare every 3 months to check the pressure and exercise the wench.

Agreed. But also lol at "excise the wench" -- sounds like you're getting rid of a girlfriend or divorcing a horrible wife. We know what you meant, of course.

Replaced the FPDM and it didn't fix the problem. I'm assuming that it could probably be any number of reasons now.

Is the fuel filter in the tank on this 2008 XLT?

No, it's on the inside of the frame rail on the drivers side, just about where the driver door is

I hope you didn't replace it if it looked fine.

You could check and see if a throttle relearn might help. I replaced my throttle body because of a constant bog down feeling. I also replaced the fuel filter prior to that.

The old one which was a new one from Ford that was replaced about 4 years ago still looked new but the new one I tried still had the same issue so the old one was reinstalled.
This time when I took the truck to get back home it would die down and I would drop it down into neutral while still rolling to restart it and rev it up and put it into drive and drive forward until it would stall again. I had to repeat this about 10 times or so to get back to the garage.
Could a dirty throttle body cause something like this or a dirty fuel filter?
