They are most likely chrome plastic covers. They will come off easy on a nice hot day. 3M double side tape would be holding them on. after you remove them if there is any residue use some mineral spirits to get it off the plastic.

some cheap chrome covers came with epoxy and you glued them onto the existing handle....so you may have ruined door handles if you take them off, i have seen it more than once already
