there are a couple check valves in the lines.. follow your lines from the IWE solenoid you will find them.. make sure they are working properly

The check valves shouldn't make a difference, as they are all between the solenoid and the engine. The solenoid should vent vacuum to the IWEs in 4WD and when the engine is off. Check for voltage at the solenoid harness under these conditions. If you have voltage, then you have a controller problem.

when in 2wd there is no vac noise at solenoid,
switch to 4wd solenoid clicks and you can hear vaccum hiss from top of solenoid but hubs will not engage until you unplug the main vac hose then hubs engage instantly, did this with old and new solenoid, the way check valves are it doesnt seem possible for the stored vacuum to vent from the hubs, is it supposed to bleed off thru vent tubes?

No, the vent line from the IWEs that goes into the engine compartment is for the other side of the IWE, not the vacuum side.

There should be no check valves between the IWE and the solenoid. It almost sounds like you put one in there, which would explain why it is not releasing vacuum when it should. The check valves are between the solenoid and the engine, not the IWE and the solenoid.
