Same thing happened to me.
I went and bougt a new bracket for the bumper and a new chrome bumper with foglight holes for about 200 brand new and had the guys at the shop install it and heat the valence and re shape it for 100 bucks.

You can pick up a bumper cheap and new on ebay... Same as the bumper pad....
Also looka t autobodyfit.com ..... You can replace these parts on your own very easily... I've rebuilt my front end 4 or 5 times.
You can also switch to the 06-08 front bumper with the round fog lights very eaisly
I just sprayed my bumpers with bed liner and got the cheap black plastic upper valence.
A little tip on removing the bumper and putting it back on.... Remove the mounts from the frame of the truck... Don't remove the bumper from the mounts... Swap the old mounts to the new bumper ... and then mount the bumper to the truck.
If you didn't mind that little scuff... You could sand that bumper and valance down and plastic dip... or bed line.And pocket the money.... Or not turn it in.

It's killing me not being able to drive it >.< But I did get a bumper with fog lights. It was $1200 to fix the front end but insurance covered it.
