Default Hub locks are being a problem

Installed new hub locks and hub assemblies. Driving it makes a noise off and on. Its the hub locks. Ive tried several things concerning the vacuum lines to a point that i replaced the whole line system just to check it in case there were cracks in the original lines.
i noticed that there was very very little vacumm at the hub. With all new line run now there is good vacuum at the hubs but it still was making noise and then the hubs wouldnt lock at all. Took the cv axles out and removed the hub locks and the ring gears have eaten the hub gears....
its both sides. I was super careful installing them... i put some vacuum on the hub lock and it seems to hold the vacuum. I only left it for a few min to check leakdown... so did i go wrong somewhere?
when installing the hub locks i put the hub lock onto the cv axle, then fed the cv into the hub assemblies, then installed the upper ball joint into the knuckle... carefully made sure the hub lock seated well then started the 3 bolts that hold it in place. I tightened them a little at a time until it was snug then torqued them. At first they locked and unlocked on command as they should but they started making noise and i tried several things thinking the vacuum was not good... like i said to a point that ive bypassed the whole factory vacuum line... i know they have good vacuum now but were still making noise... even with half the gear eaten away by the ring gear it still was making noise.
right now i have removed the ring gears temporarily until i can get new parts and some good info.

The only thing you did wrong was to continue driving it with the IWEs not working properly until the system ate it's self. My hearing is bad and the same thing happened to me. New IWEs New Hubs, troubleshoot and fix the vacuum system, leave the vacuum disconnected and capped off so the IWEs stay engaged until you find why your vacuum is not working.
