Default Holes in side of bed

My 2008 XLT has 6 paired holes about two thirds of the way up in the bed. There are three pairs each side, each hole is roughly 6 inches apart from the other, and each hole is about a quarter inch in diameter. They don’t appear to have a threaded nut on the back side.

I thought they might be for some type of rack or rail system, but I have been able to find anything that looks like it would fit.

What are these holes for?

My money is on it being something a previous owner installed and removed prior to selling the truck.

doesn't really matter unless you plan on hauling ponies or whatever they did. At first I thought you had holes in the side of the bed but then realized you meant inside. Are they wide open meaning can you see right through them.
