I had this problem as well. My truck wouldnt cycle when I put hte hi bemas on. The fogs would go off as they should but then the hi beam light would stay on and the lights wouldnt change. The truck thinks that one of your headlights is out, so its the way of letting you know. What I had to do was get a dummy harness that connected to the plug for one of the headlights that wasnt in use since the HID's were installed.
