Default HID FOGS, one not working

I've got zentec hid fog lights in my 06 fx4 and only one side is currently working, never had any issues before. Any suggestions?

Check to see if the bulb is shot?
Check to see if ballast is grounded?
Check condition of wiring?
Go outside and troubleshoot then report back.

I checked it out earlier today and all the wiring seemed to be in order. How would the ballast be grounded and how can you tell if the bulb is shot?

Direct wiring harness to the battery? If no, get one. Ballasts are starved of power on ignition and die prematurely.
