I really just want dark headlights with light blue halos and something to make them as bright or just as bright as the OEM ones on low beam.

 

Sounds like you'd be happy with some Spyder headlights. I bought mine roughly a year ago. For the most part I am happy, except I got LED Halo's and not CCFL, so they aren't as bright as I'd like. The output suffices for me though and I've never been "flashed" as if I'm blinding someone.
As far as tail lights go, I would follow with what was recommended above. Smoke your own tail lights with whatever method you'd like, most common is VHT Nightshades (tons of threads & videos here) and then replace your bulbs if you feel necessary.
