Default front axle

Ive been trying to trouble shoot some noisy issues. So far Ive found my IWE solenoid was bad and I found a vacuum leak in the 4x4 lines. I've got a question.

Drivers front wheel when spinning, also spins the front drive train axle. Even when the truck is on. Is this normal operation? Also, when I turn the wheel, it takes just a slight turn then it sounds like something catches then the front axle spins.

Im very new to drive train and suspensions, yet pretty hand. Can someone help me out or inform me if this is normal??

When the vehicle is off and no vacuum engages the axle. When the vehicle is running and vacuum I applied to hub the axle disengages. If the axles are staying engaged then they aren't getting the vacuum they need, there is a large leak, or something's wrong with IWE
