I want to put straights on my 07 but I dont want a lot of pop would smaller tips make is pop less?

 

If you don't want a lot of pop, you could just buy a dual in/dual out muffler like a flowmaster 44 or 40 series and would sound good. I personally like pop, I have a flowmaster super 10 and want to true dual it with no mufflers.
To answer your question, I don't believe smaller tips will help. Larger piping would though, maybe a 2.5" pipe. But I wouldn't go 3"
