electronic throttle question??

Technical Question - electronic throttle operation??
does anyone know, for sure, if the throttle body butterfly plate moves with gas pedal movement with the ignition ON but the engine NOT running? In other words, does the E-throttle work just like a cable if the engine is not running?
I'm hearing different things... I hear the butterfly plate cycles through it's full range of motion when first powered up, even with no gas pedal movement but it's unclear if the gas pedal actually moves the throttle body before the engine starts?
TIA

All I know is that if you pull it off to clean and then replace it, you turn the key on (no start) and let it reset. Now does it do that every time, I dont think so.

Yes.. or the diamond bird mod would not work..

@techrep - you got me on that one. What the heck is "the diamond bird mod"?
All I can tell the OP at the moment is I know the butterfly opens wide open with accelerator at WOT during START - for the "de-choke" procedure, (where PCM kills injectors and COPs and floods engine with fresh air assuming engine is flooded).
But it's an interesting enough question - I plan to use Torque Pro next time I get in my truck, I'll see what the OBDII system says about all the (four I think) throttle plate and accelerator peddle position indicators. I'll report back.

Turn key to on/run position-
Slowly depress gas pedal to floor-
allow gas pedal to pop back up-
turn key off-
-Repeat 3 or so times-
Kinda like a throttle position relearn procedure

I'm aware of the recalibration procedure but I'm not sure if that just redefines the extremes of travel or if it literally "tracks" the gas pedal movement exactly. I wasn't aware of the "de-choke" thanks f150torqued... but these still fall short of what I'm looking to understand.
I'd like to know if the throttle body butterfly plate tracks the exact motion of the gas pedal movement before the engine starts (with the Key on)? it would be great if someone could confirm this on the truck (mine is apart at the moment or I'd check it myself.
I need to know this because I'm working on a project and this is a critical question that will determine how I proceed. Obviously with the key off, the E-throttle won't work like the cable connection but with the key on, I'd like to know that the throttle body acts just like it would if it were a throttle cable system?
