Thanks to those that replied. Since I have no true reference on how far the phaser bolts were rotated, I got new. going to start over. Also, found out I can get angle tool from autozone for $10 so I will be absolutely sure once I have the locking tool in place I will not stop short or exceed 90 degrees. The question on the R-side tensioner not keeping chain tight still remains, but I guess I will have to try it as is.

Default If you marked the bolt and phaser

You should then know if you got close to 90 degrees . Close is good enough . Besides with the engine out there are several ways to stop crank from turning when torquing . This phaser replacement is done often and no they don't torque against the wedge ,thats not a good procedure . The wedge is only used to hold chain in position on crank gear .while changing marked phaser /chain mark .
Chain tightness can be improved by using the old style steel ratcheting tensioners , recommended and no seal to blow out like the plastic ones . Numerous manuf. still make them new .
