Its a coin holder. On 4X4's its where the transfer case switch goes. Thats the best Ford could do to fill the hole for 4X2's.

Got it. It has wires (power) attached so I could not figure out what it was used for.

Keeps the coins warm....

Ford will attach unused harnesses to things such as the coin holder (in your case, the 4x4 switch harness) when they are unused so they do not "dangle" behind the dash. If you have the lower center cigarrette outlet, there may be another harness plugged into its backside. This one is for the auto climate control feature, if you don't have it.
